Directorates & Departments

The Office of The Chief Executive Officer

The office of the CEO has the following functions:

  1. To provide leadership in the attainment of the Corporate Vision, Mission, and Objective.
  2. Formulation and implementation of the Institute’s policies and broad broad objectives in consultation with the Council and the senior Management.
  3. Provide leadership in the implementation of Council decisions in governing the Institute.
  4. General oversight in Management and Risk Administration of all the Institute’s operations and activities providing leadership on risk management and ensuring business continuity plans are in place.
  5. Promoting the Institute’s image, harmony, and cohesiveness internally and developing a good working relationship with external stakeholders and customers/members
  6. To lead, in conjunction with the council, the development of the institute’s strategic and business plans alongside the corporate budget.
  7. Define performance measures to evaluate the success of the strategies.
  8. Manage and review all monthly and half-yearly reports and present Management reports to the council.
  9. Undertaking financial management and investment by ensuring sound policies and practice are adopted for optimal utilization and returns.
  10. Providing strategic linkages with business partners, government, other stakeholders, and other regulatory authorities
  11. Serve as secretary to the council during its meetings and other deliberations.
  12. Provide leadership to the council during its meetings and other meetings and deliberations.
  13. Ensuring information and data security within the organization
  14. And Authorizing all capital expenditure as the Accounting Office.
  15. Handling Governance matters about the institute as per the council’s guidance.

 

The Office of the Chief Executive Officer (CEO) oversees the administration and activities of ICPAK branches which should be in line with the goals and objectives of the Institute.

Directorate of Standards, and Technical Services

The Directorate is responsible for the following department.

  1. Technical Services Unit

The key functions of the Directorate of Standards, and Technical Services are:

  1. Facilitate the licensing of accountancy practicing firms and registration of members.
  2. Ensuring the adoption and compliance with standards and other rules and regulations issued by ICPAK, the government, and other regulatory institutions.
  3. Preparation of reports to the Chief Executive Officer and Council regarding various programs in the Professional Division.
  4. Monitor compliance with local and international accountancy standards.
  5. Oversee international relations, regional and international linkages on mutual recognition arrangements and partnership and twining arrangements.
  6. Handle Public Policy and Governance related matters in an advisory role to the Government and research policy issues in line with the accounting profession.

The key functions of the Technical Services Unit are:

  1. Monitoring and commenting on international standard setters (International Accounting Standards Board and the independent standard setters Boards and Committees of IFAC) consultative documents i.e., an invitation to comment, discussion papers, exposure drafts, etc.
  2. Encourage participation in a standard set by industry groups and individuals, including the development of consultation papers, and research, where appropriate.
  3. Monitoring the implementation of standards and advice on compliance through
    1. Obtaining feedback from the AQA program and developing mechanisms to strengthen the weaknesses identified in the implementation of the technical standards.
    2. Obtaining feedback from Practitioners on challenges in implementing technical standards and developing mechanisms to address these.
    3. Providing guidance documents/ technical bulletins.
    4. Addressing technical queries from members and other departments.
  4. Advising on the training needs resulting from new or revised technical standards and assessment of the needs of members and ensuring these are incorporated in the Institute’s Annual CPD Calendar.
  5. Supporting ICPAK representatives to the independent standard setters’ boards and committees of IFAC as is appropriate.
  6. Spearheading the Financial Reporting (FiRe) Award evaluation
  7. Providing technical advice to the Public Sector Accounting Standards Board of Kenya and other regulators on technical issues/standards relating to the accountancy profession.

Directorate of Public Policy and Research

The key functions of the Directorate of Public Policy and Research are:

  1. Supporting the council in lobbying for the Institute and the interests of its members.
  2. Drive and manage the Institute’s Public Interest Role including providing support to the fulfilling of the Institute’s advisory role to the Minister of Finance.
  3. Providing input into the budget-making process to ensure that it is inclusive and results in a transparent process and adding promotion of ideals of good governance.
  4. Monitoring and commenting on consultative documents issued by various stakeholders involved in the budget-making process.
  5. Developing consultation papers and research to inform the Institute when making decisions regarding Public Finance, taxation, etc.

Directorate of Finance & Strategy

The Division is responsible for the following Subdivisions: 

  1. Information and Communication Technology (ICT) Unit
  2. Planning and Strategy Unit
  3. Finance Unit
  4. Facilities Management Unit

 

The key functions of the Directorate of Finance and Strategy are:

  1. Provision of ICT services
  2. Corporate Strategic Planning – Developing, Monitoring, and Evaluation of the Implementation of the Strategic Plan
  3. Corporate Budget and Planning
  4. Corporate Financial and Management Accounting services and reporting
  5. Facilities Management

 

ICT Unit

The key functions of the ICT Unit are:

  1. Provision of appropriate ICT architecture
  2. Provision and management of appropriate software and Hardware systems
  3. Automation of operations
  4. Management of website, networks, information, and data storage ‘
  5. Provision of ICT support services
  6. Promoting and enforcing information services standards and overseeing new projects.
  7. Identification of relevant IT-related training for ICPAK staff and liaising with the Human Resources manager on the same.
  8. Implementing and maintaining appropriate telecommunications facilities to support the Information system.

 

 Planning and Strategy Unit

The key functions of the Planning and Budget Unit are:

  1. Coordination of the formulation and implementation of the Institute’s Strategic Plan
  2. Coordination of the preparation of work plans
  3. Preparation of Budget Estimates
  4. Monitoring and ensuring implementation of the budget.
  5. Designing and applying monitoring tools to evaluate plan and budget utilization and efficacy.
  6. Providing analysis reports on planning and budgeting for the Corporate and the ICPAK Complex
  7. Strategic Plan Implementation Corporate dashboard – Monitoring & Evaluation of the Strategic Plan

 

Finance Unit

The key functions of the Finance Unit are:

  1. Sourcing of Funds
  2. Financial and Management Accounting
  3. Financial Reporting
  4. Treasury Management
  5. Maintenance of Fixed Assets Register
  6. Custody of accountable documents
  7. Payroll Administration
  8. Ensuring compliance with applicable Laws, Regulations, and Policies
  9. Coordinating and supervising accounts payable, accounts receivable, and V.A.T activities.

 

Facilities Management Unit

The Key functions of the Facilities Management Unit are:

  1. Always ensure full occupancy of the ICPAK complex.
  2. Overseeing administrative services of the ICPAK Complex such as cleaning services, Maintenance services, water reservoir and supply, generator services, parking space, and security among others.
  3. Risk Management, Health, and Safety matters of the ICPAK Complex.
  4. Liaising with the Legal department on contract matters to service providers for ICPAK Complex and undertaking bi-annual evaluations of their services.
  5. Overseeing Administration of general insurance covers for the facilities
  6. Ensuring appropriate statutory licenses are in place.
  7. Administration of Seminar rooms and catering services to training participants
  8. Liaising with Planning and Budget Department for proper Management accounting and accountability of ICPAK Complex accounts and records.

Directorate of Member Value, and Customer Experience

The Division is responsible for the following Subdivisions:

  1. Business Development Unit
  2. Marketing and Customer Service Unit

 

The key functions of the Directorate of Member Value, and Customer Experience are:

  1. Revenue generation through training programs for members
  2. Ensure the provision of value addition services to our members.
  3. Advising the Chief Executive Officer on the needs of Professional Accountants in business and developing projects to assist the Institute meet these needs.
  4. Advising on training needs resulting from new standards and assessment of the needs of non-practitioners and ensuring these are incorporated in the Institute’s Annual CPD Calendar.
  5. Provide leadership in Training and Development activities to ensure that the Institute expands its horizon in Kenya and increases its revenues.
  6. Provide leadership in the Institute’s Corporate Social Responsibilities.
  7. Provide leadership in matters of marketing and branding of the Institute, its products, and services.
  8. Provide leadership in the marketing of the Institute’s members.

 

Business Development Unit

The key functions of the Research and Business Department are:

  1.  Drive ICPAK’s overall business growth in Kenya and beyond
  2.  Ensure ICPAK meets and exceeds its business growth targets by tracking progress and recommending areas and actions for improvement.
  3.  Identify and generate leads through networking, events, and business associations.
  4.  Establish new business channels on behalf of ICPAK
  5.  Identify, screen, evaluate and actualize potential business opportunities
  6.  Develop and implement business development plans and reporting systems
  7.  Conduct market research and propose viable business development ventures and strategies
  8.  To source sponsorship for ICPAK events and activities.
  9.  To source in-house training opportunities and work with Training and Development department to deliver the training programmes
  10.  To source Consultancy and Research business opportunities for the Institute
  11.  Client Relationship Management
  12.  Lead the crafting of business development strategies for new products
  13.  Provide lead on business development strategies for entry into new markets

 

Customer Service Unit

The key functions of the Customer Service Unit include.

  1. Undertake Marketing of the Institute and its members.
  2. Responsible for the introduction of new non-professional products and services.
  3. Develop and enhance the Institute’s Value proposition to its members.
  4. Review of existing products and services and ability to meet member needs.
  5. Undertaking members’ satisfaction survey
  6. Management and maintaining member information database.
  7. Marketing member recruitment drives
  8. Responsible for member retention.
  9. Undertaking Corporate Social Responsibility
  10. Ensuring that there are proper channels of information and communication between the Institute and its members regarding feedback on training and members’ needs.
  11. Ensuring that high standards of Customer Service are maintained.

Directorate of Regulation, Licensing, And Compliance

The key functions of the Directorate of Regulation, Licensing and Compliance are:

  1. Facilitate the licensing of accountancy practicing firms and registration of members.
  2. Ensuring the adoption and compliance with standards and other rules and regulations issued by ICPAK, the government, and other regulatory institutions.
  3. Preparation of reports to the Chief Executive Officer and council regarding various programs in the directorate.
  4. Monitoring compliance with local and international accountancy standards.
  5. Undertaking reviews of audit firms and ensuring compliance with appropriate quality standards of firm practice.
  6. Undertaking various strategies to strengthen the quality of audit firms and auditing practices in general including the development of practice guides and tools among others.
  7. Development of licensing/registration requirements and regulations.
  8. Development of rules and regulations governing member categories i.e., Associates, full members, practicing members, overseas members, and retired members. Etc.
  9. Renewal of practicing certificates.

Directorate of Internal Audit & Risk

The key functions of the Internal Audit and Risk Department are:

  1. Ensuring compliance with Laws, Regulations, Taxes, Policies, and Standards
  2. Review of systems of internal controls and recommending improvements
  3. Review of business processes for effectiveness and efficiency
  4. Ascertaining reliability of reported financial information.
  5. Performance Audits to ensure value for money.
  6. Business Risk Assessment and Management
  7. Business Advisory Services
  8. Financial Investigations
  9. Conduct planned and regular audits of the various departments and activities to evaluate adequacy of compliance with and effectiveness of existing systems and report audit findings in an objective accurate manner.
  10. Liaison with External Auditors.

The Department of Procurement Services

The key functions of the Procurement Services Department are:

  1. Supply Chain Management
  2. Assessment and forecasting resource requirements
  3. Development of Procurement Plans
  4. Evaluation and Adjudication of Tenders
  5. Ordering and Sourcing of Goods and Services
  6. Stores and Inventory Management
  7. Ensuring compliance with procurement laws, regulations, and procedures
  8. Management of Procurement Contracts
  9. Verification and disposal of equipment and stores
  10. Maintenance of good supplier relations
  11. Facilitating timely, cost-effective, quality, and accurate procurement of ICPAK inputs, and ensuring full adherence to the public procurement guidelines and compliance with the relevant/related laws.
  12. Disposal of unserviceable ICPAK assets
  13. Management of stocks with an effective Materials Requirement Plan and stocks management policy.
  14. Maintenance of evaluation and performance records of suppliers
  15. Controlling and managing receipt, issue, and storage of all factory and workshop materials, engineering spares, petrol stations, scrap yards, and agricultural stores.
  16. Ensuring accuracy and timeliness of record keeping relating to stores.

The Department of Human Resources & Administration

The key functions of the Human Resources and Administration Department are:

  1. Human Capital Planning
  2. Talent Management- Recruitment, Selection, Placement, and Staff Retention
  3. Performance Management and Performance Appraisals
  4. Employment Contract Administration
  5. Employee Relationship Management and General Staff Welfare
  6. Employee Benefits and Rewards Management
  7. Overseeing the Employee Pension Scheme
  8. Employee Relations, Discipline, and Grievance Management
  9. Compliance with labour laws, Human Resource Policies, and Regulations
  10. Formulation and Implementation of Training Strategy and Policy
  11. Training Needs Analysis (TNA)
  12. Design and implementation of the Staff Training and Development Programme
  13. Evaluation of Training
  14. Maintenance of Human Resource Skill Inventory and Human Resource Information System/ Database
  15. Employee Health and Safety
  16. Administration of Medical Scheme
  17. Human Resource Audit and Employee Satisfaction Surveys
  18. Staff Motivation.

The Corporate Communications Unit

The key functions of the Corporate Communications Unit are:

  1. Management of Protocol and sustenance of goodwill
  2. Coordination of Press Releases
  3. Coordination and production of media-related events
  4. Responding to adverse media reports
  5. Communication institute’s programs and activities to the public.
  6. Preparation of Briefs, Presentations, and Speeches for the Chief Executive Officer.
