Overview

Tax revenues are closely related to economic activity, rising during periods of faster economic growth and declining during recessions. Just as economies were reorganizing their policies towards an inclusive economic development following the ravages of the COVID-19 pandemic, the current geopolitical conflict between Russia and Ukraine triggered another recession. It is argued that economic damage from the conflict will contribute to a significant slowdown in global growth in 2022 and add to inflation. Indeed, the global economy is projected to slow down to 3.6% and that of the Sub-Saharan Africa to 3.8%. This is expected to further limit the fiscal space for low-income and lower-middle income countries, including Kenya. The uncertainties surrounding the up-coming General elections in Kenya, further exacerbate the vulnerability of the country’s tax revenue growth projections and consequently that of the entire economy. The impact of these challenges is atrocious both directly or indirectly to government revenues, private sector growth and service delivery to citizens.

Beyond the immediate challenges of the war, heated politics and the pandemic, policymakers should not lose sight of longer-term goals. Governments should look to harness positive structural changes wherever possible, embracing the digital transformation and retooling and reskilling workers to meet its challenges. In addition, during such epochs, Kenya should employ fiscal policies in a careful manner, ensuring that essential expenditures are prioritized amidst the process of fiscal consolidation. One way of doing this is through observance of the tenets of taxation. Taxation, therefore, plays a pivotal role in supporting business recoveries, the vulnerable and determining the country’s growth and development trajectories.

During adversity, it is paramount for businesses to carry out a detailed assessment of the tax implications, the additional tax obligations that may need to be paid, and the compliance processes in place to address the changes. It is also essential to pay attention to the sensitivity of business models and tax compliance measures to various disruptive scenarios.

It is against this backdrop that the Taxation Masterclass, 2nd Edition is premised.
