(Established under the Accountant Act, Laws of Kenya)

Tax Principles Workshop (Mandatory Training) – Recording
Date: 15th to 16th February 2023
Venue: Virtual
Time: 09.00am-03.30pm
(This is one of the mandatory trainings for Practicing Certificate consideration)

OVERVIEW

The commonly documented principles or characteristics that guide tax policy include equity, adequacy, simplicity, and neutrality. Governments need to develop tax policies and tax systems that are guided by these principles among other sound tenets. This is because taxation affects incomes and prices of goods and services, with individuals and businesses reacting differently in response to changes in income, and in relative prices, emanating from taxation.

Consequently, analysis of the effects of tax policy is critical for government decision makers and the public to make informed policy decisions. Collecting taxes is the prerequisite of public agencies globally. Tax systems generate revenue to cover the public expenditure priorities and tax policy itself can also promote or hamper equity, poverty alleviation, gender equality, health and environmental protection while influencing the quality of development overall.

Pandemic recovery in the medium term and resilience and sustainability in the longer term, including green growth depend on well-designed and implemented tax policies. Beyond resource mobilization, the focus on tax policy is also an investigation of the role tax systems can play across the three traditional objectives of policy: resource allocation (how to conceive tax systems to allocate resources), stabilization (how to respond to shocks); and redistribution (how to correct inequalities that need to be corrected).

Inequality is one of the global challenges of our times. This phenomenon is increasingly driven by the ability of people and companies to move their wealth and profits across national borders. Consequently, analysis of the effects of tax policy is critical for government decision makers and the public to make informed policy decisions

It is against this background that the Institute has organized an upcoming virtual symposium with researchers and policy makers to discuss recent research on making tax systems more equitable by providing more insights on applicable tax principles.

The following topical areas will be covered;
