Introduction

The Kenya government recently enforced public sector reforms with the goal of enhancing the quality and efficiency of service delivery. The major changes contextualized by these reforms will only be successful if paired with strong public finance management systems. Effective PFM systems maximize financial efficiency and improve transparency and accountability, which results in long-term economic prosperity.

Proper public finance management encompasses the preparation and fulfillment of the budget cycle, budget oversight and control, taxing, debt management and procurement, resource allocation and income distribution. These activities are increasingly seen as a set of inter-related sub-systems rather than stand-alone units. Having set off on the journey to improve service delivery, the public sector now grapples to address challenges of integrating PFM activities and refining them to promote fiscal stability and sustainable development in the country.

The Public Financial Management Seminar brings together professionals from the Private and Public Sector to share experiences and knowledge on the subject. The sessions will provide great knowledge as well as a unique opportunity to expand professional horizons with many new ideas to be implemented for public sector improvements and reforms.

Linking Public Sector Planning to Budgeting with a focus on:

  • Medium Term Plan III (MTP-III)
  • County Integrated Development Plan (CIDP)
  • The Budgeting Process as provided for by the PFM Act in both the National (Includes State Agencies) & County Governments
  • The role of County Budget & Economic forums (CBEFs) in the County budgeting process

Overview of the PFM Regulations

Public Procurement & Asset Disposal Act 2015-  its impact on Public Finance Management

Mobilising Resources for County Development – a look at:

  • County Governments Budget Implementation Review Report – Controller of Budget
  • Strategies for own resource enhancement
  • Policy on Counties Resource Enhancement
  • County Government Taxation/Regulatory Bill 2016

Role of County Assembly in Budgeting a look at the lessons learnt from Pioneer County Government

Target Audience:

This seminar will be beneficial to; Parastatal and County Government Finance staff, Practitioners involved in public sector accounting, Academicians, Members of Public, Members of County Budget & Economic Forums, Members of Business Management Organizations, Lobby Groups and other interested stakeholders who wish to engage with Government (national and County) in the budget making process and finance management.
