OVERVIEW

Across the world, many countries are now grappling with restoring sound and sustainable public finance management systems. This follows the realization that the way governments manage their budgets today will have profound economic effects in the years ahead. Good public financial management supports not only good governance and transparency but is also crucial for effectively delivering the services on which human and economic developments rely.

In Kenya, the Government has undertaken several initiatives to improve Public Finance Management. Currently, with the implementation of devolved government system, a new dimension of public finance management has been introduced with a set of new challenges – human resource related, structural and object related. The seminar aims at educating attendants on how to effect a sustainable fiscal position, allocating resources efficiently, and delivering public goods and services effectively.

International Public Sector Accounting Standards (IPSAS) have gained worldwide acceptance and acclaim as an accounting and reporting framework as far as public sector financial reporting is concerned. IPSAS are therefore of interest to public sector accounting in many jurisdictions and this interest appears to be more and surging in the developing economies of the world, including the African region. Many countries are desirous of adopting these IPSAS, an in-depth exposition of the benefits and associated challenges of the framework could help the transitioning process in diverse ways. In light of these, ICPAK has organized the workshop to focus on:

  • Principles of Public Financial Management in Kenya
  • The Budget making process in Kenya- County and National Budgets
  • County Own Source Revenue: County Government Revenue Raising Process Bill
  • Emerging Issues from Office of the Auditor General Audit Reports
  • Public Procurement & Payment for Goods and Services
  • Pending Bills
  • Challenges Faced
  • Provisions relating to County Governments
  • Effects of non- compliance
  • Adopting IPSAS in Kenya
  • Migration to IPSAS Accruals Accounting
  • IPSAS sustainability proposed guidelines.
  • Linkage between budgeting and procurement – impact on cashflows
  • Implementation of the single treasury account- implication for Counties
  • Revenue forecasting for Counties – bridging the gap.

TARGET AUDIENCE:

This workshop will be useful to all professional Accountants and those aspiring to join the profession.

CONTINUOUS PROFESSIONAL DEVELOPMENT UNITS (CPD UNITS):
Members of ICPAK and those from reciprocating professional bodies will be awarded 14 Structured CPD Units upon successfully completion of the workshop.

FINANCIAL COMMITMENT:
The workshop charges are Kshs. 10,000. Charges will cater for the workshop fees, learning materials, and e-certificates of attendance.

Participants who are registered levy contributors should apply to NITA for reimbursement of their fees. Please note that this is applicable for Kenyan citizens only and subject to NITA regulations.
