1.0 About the event
The 2017/2018 budget is being prepared under a revised budget calendar, to facilitate for preparations for the General Election. The Budget Speech which is usually slated for June, presented together with the other East Africa Countries, will be read on 30th March 2017.
The budget estimates submitted to the National Assembly contain expenditure estimates amounting to KES 2.6 trillion. The increase in the annual budget will necessitate an increase in the revenue collection targets, projected to increase by KES 188.5 billion to a new target of KES 1.7 trillion. Noting that revenue generation relies primarily on effective revenue administration and sustained growth in National Income, it will be important to evaluate the revenue raising measures contained in the Finance Bill 2017, together with an evaluation of the factors supporting the projected 5.9% growth in GDP.
The 2017/2018 expenditure priorities are underpinned by the Transformative agenda. implemented through allocations to various government flagship projects. This is intended to consolidate economic gains through the following five key pillars; conducive business environment, infrastructural spending, employment creation, social welfare for Kenya and the devolution agenda.
However, it is important to note that the Kenyan economy has previously experienced recessionary pressure during an election year. Kenyans will be keen to see what measures the government has put in place to safeguard against any anticipated economic shocks.
