Overview
International Public-Sector Accounting Standards (IPSASs) accounting standards are aimed at improving the quality of financial reporting by public sector entities. The Accrual accounting and Cash Basis accounting requirements focuses on the accounting and financial-reporting needs of governments and public-sector entities. It is expected that these requirements will lead to informed assessments of resource allocation decisions made by governments, hence increase transparency and accountability. While IPSASs are largely consistent with International Financial Reporting Standards (IFRSs), many public sector entities have had challenges implementing these standards. It is with this background that ICPAK has organized this 2 days’ workshop.
This workshop will highlight on:
- Preparation and Presentation of Financial (Cash/Accrual) and Application of IPSAS Financial Statement requirement to public sector entities.
– IPSAS 22: “Disclosure of Financial Information about the General Government Sector” - A practical session on reporting with a look at IPSAS 39: Employee benefits
- IPSAS 32: Service Concession Arrangements: Grantor (discussion on Private and Public Partnership)
- Case study on presentations: a look at different statements with examples on disclosures
- Changes related to IPSAS and expected future changes-Practical issues that commonly arise when implementing IPSAS from cash or modified cash basis to the accrual basis of accounting for a public sector.
- Addressing Social and Environmental Performance in Organizations
Key learning Outcomes
At the end of the course, you will be able to:
- Understand the accrual accounting concepts, as well as key accounting concepts such as recognition, measurement, presentation and disclosure requirements
- Understand real-life accrual/cash basis accounting financial statements
- Understand the strategic implications of accrual accounting adoption
- Implement and apply accrual accounting in practice

6.0 Workshop Travel and Accommodation Information (VERY IMPORTANT)
International and local delegates who will attend the event are advised to make their own preferred travel and accommodation arrangements to the event in advance- this is at delegates own cost
Delegates from other nationalities who want to attend are requested to check with their Kenyan Embassy/ High Commission for their travel requirements. We will assist with letters of invitation or any other confirmations that may be needed to facilitate issuance of VISAs

10.0 National Industrial Training Authority (NITA) Reimbursement
The Institute is registered as a trainer with National Industrial Training Authority. The Institute’s registration number is DIT/TRN/47. Participants who are registered levy contributors should apply to NITA for reimbursement of their fees. Please note that this is applicable for Kenyan citizens only and subject to NITA regulations. Remember that to qualify you should apply to NITA for approval prior to the date of the conference. Further details can be obtained from their website (www.nita.go.ke).
