Overview
Devolution is a central promise of Kenya’s constitution that was promulgated in 2010. We’ve already implemented the 1st four years of the devolved system of government during which we have witnessed tremendous achievements and challenges in the equal measure.
According to the Controller of Budget’s Annual County Government Report 2015/16, County Governments have made some progress in public financial management such as full adoption of the Integrated Financial Management Information System (IFMIS), establishment of County Budget and Economic Forums (CBEF), and improvement in the absorption of development funds. However, the report noted a number of challenges hampering effective budget implementation as follows: underperformance in local revenue collection, delays in approval of key budget documents, inadequate internal audit arrangements and Audit Committees, and late submission of financial reports which affected timely preparation of reports on budget execution.
It is in this regard that the Institute of Certified Public Accountants of Kenya (ICPAK) has organized the Financial Reporting and Management for Conference County Governments which will centre on:

Participants who are registered levy contributors should apply to NITA for reimbursement of their fees. Please note that this is applicable for Kenyan citizens only and subject to NITA regulations.
