Preview
The Constitution of Kenya envisaged complimentary, consultative interdependence between National and County levels. However, in reality the two levels are characterized by acrimony more than anything else. Devolution has been with us for almost seven years now with mixed results. Some areas have recorded tremendous progress – the challenges notwithstanding. County government operations continue to face interruptions from among other things treasury circulars and budget cuts.
In a series of ICPAK CPD events, this conference has been organized to uniquely explore the emerging policy and operational issues of devolution, explore their implications at strategic levels as well as frontline service issues. This is a rare learning and networking opportunity for county executives, strategic directors, service directors, senior management teams, members of the county assembly and trade unions looking to develop a collaborative and engaging response to matters of devolution. This year’s conference will look at among other things:
- Governance – The nexus between Risk Management and Performance
- The 2019 Census: Implications for Counties
- Resolving the Pending Bills Quagmire: Enhancing Liquidity for Economic Recovery
- Alternative Dispute Resolution: Facilitating shared prosperity
- Revitalizing Accountability Mechanisms and Fiscal Management: The Awakening of the County Assemblies
- Auditor General Reports for County Financial Management – Exploring the Missing Links
- Revisiting the State of IPSAS Implementation in Counties
- Automation and Revenue Collection Milestones and Challenges
- Tax Implications for County Government as Tax Agents
- County Budget Implementation – Implications to Service Delivery
- County Planning and Budgeting – Lessons learnt since Devolution
- Audit Committees and Enhanced Accountability at the County level – The Rationale for Establishment
- Functional Assignment Vs Funding for Functions – The Missing Link
TARGET
Accountants/Auditors/Finance professionals in County Governments, Other Professionals in the Counties, Practitioners, Academia, Public sector officials and professionals interested in county government matters, Members of County Assemblies, CECs, among others.
