- Making Public Money Count by Enforcing Accountability
Several safeguards including public participation, elaborate budgeting processes, and tight legislation in the procurement process are aimed at ensuring a higher return on public funds. The story has however not been rosy hence calling to question the level of accountability among state officers. This presentation will review the existing accountability mechanisms and make pointers to areas for improvement.
- The Place of Automation in PFM
In the case of Kenya and with the support of World Bank, much effort and resources have been expended in automating the public buying and recording process. This presentation will review the status of IFMIS implementation, achievements and challenges that remain to be surmounted so that true value can be realized from the automation process.
- PFM and Politics. The place of political party manifestos in National Development
Most African countries now hold elections with an increasing regularity and steady progress towards peaceful, free and fair electoral cycles. With political transitions comes new visions as espoused in political party’s blue print. Using Kenya as an illustration, this presentation will seek to answer as to whether party manifestos, aid or disrupt the public finance management role.
- The PFM Act Score Card- The Kenyan Scenario
The PFM Act has several provisions relating to establishment of committees and other mechanisms to aid the public finance management role. This presentation will review the extent to which progress has been made in establishing these institutions and their efficiency and effectiveness.
- Towards IPSAS for Public Sector: Experiences from Africa
Through the Public-Sector Accounting Standards Board, Kenya commenced the journey in implementing IPSAS and this has come with capacity and change management challenges. This presentation will use a comparative approach in determining just how well we are progressing on this important transformation in how we report numbers in the public sector.
- The Role of the Auditor General and Controller of Budget in Enhancing PFM- The Case for Counties
The two offices of the Auditor General and Controller of Budget play a critical role in the expenditure cycles for county governments. The Controller of budget has a prior role in the budget making process and release of funds and reporting. The auditor general has an oversight role in reviewing the expenditures and expressing an opinion as to whether the reports are true and fair and whether resources have been applied optimally. These two presentations will rely on the four-year experiences that the above offices have had in interacting with the county governments and share insights and proposals on the way forward.
- Emerging Trends and Developments in the Accountancy Profession
Most professions Accountancy included are being transformed by changes in information technology, globalization and enhanced connectivity among people, communities and organizations. This presentation will review the significant and developments and trends that are emerging and which have a profound impact on accountancy in future.
- Leadership & Accountability
Leaders are drivers of value in organizations and societies that they lead. Leadership thus has a profound impact on the developments of organization, communities, societies and countries. This presentation will focus on the nexus between leadership and accountability.
- Public Sector Accountability – Challenges and Opportunities
Its often said that history repeats itself when we don’t learn from it. This presentation to be delivered by an expert is aimed to bring to bear the challenges and experiences in how public sector accountability can be enhanced for the benefit of all citizens
- Making Public Money Count by Enforcing Accountability
The role of a citizen in demanding and enforcing accountability on those who govern them is key in ensuring overall fiscal responsibility. This presentation will review the power and role of a single individual in making accountability demands. Additionally, it will review the role of professionals in creating the civic awareness necessary to enable citizens actively participate in promoting accountability in their countries
- PFM Reforms Across Africa
Reforms in governance and management of public sector affairs in Africa is a promising story despite the challenges and setbacks. This presentation will review several milestones in improvements in Public financial management and draw useful lessons to enable cross-learning among the delegates.
- Tips for effective communication
Communication is intended to bring two parties to an understanding and invoke a desired action or behavior. Too often however professionals lose sight of their audience and communicate in ways too technical and hence not elicit the desired results. This presentation is aimed and refreshing participants on the dos and don’ts when preparing reports and making presentations to diverse audiences.
