Theme: Increasing Accountability Through Public Sector Accounting
Overview
International Public Sector Accounting Standards (IPSASs) accounting standards are aimed at improving the quality of financial reporting by public sector entities. The Accrual accounting and Cash Basis accounting requirements focuses on the accounting and financial-reporting needs of governments and public sector entities. It is expected that these requirements will lead to informed assessments of resource allocation decisions made by governments, hence increase transparency and accountability. While IPSASs are largely consistent with International Financial Reporting Standards (IFRSs), a number of public sector entities have had challenges implementing these standards. It is with this background that ICPAK has organized this 2 days’ workshop.
This workshop will highlight on:
- Status of IPSASs adoption in Kenya
- Current requirements for presentation of accrual-based IPSASs financial statements and related disclosures
- Technical and practical guidance on IPSAS
- Changes related to IPSASs and expected changes in the near future
- Practical issues that commonly arise when implementing IPSASs
- Recommendations for transitioning from cash or modified cash basis to the accrual basis of accounting for a public sector.
Key learning Outcomes
At the end of the course, you will be able to:
- Understand the accrual accounting concepts, as well as key accounting concepts such as recognition, measurement, presentation and disclosure requirements
- Understand real-life accrual/cash basis accounting financial statements
- Understand the strategic implications of accrual accounting adoption
- Implement and apply accrual accounting in practice
Target Participants:
The workshop targets professionals involved in financial reporting and accounting from national government, county governments, auditors, academics and researchers interested in the public sector.
The Workshop will take place on 4th – 5th August 2016 at Golf Hotel, Kakamega. Charges are Kshs. 8, 950 and Kshs. 10, 950 for members and non-members respectively. Members in attendance will be awarded 14 Structured CPD Hours.
