Introduction
Citizens are demanding for increased accountability from their governments. Recent events in Brazil where the lower house and the upper house voted overwhelmingly for the suspension of the President, point towards the increased need for governments both at national and counties to be more accountable. Our constitution is equally hinged on transparency and accountability in the use of resources to provide services to the public. The PSASB adopted International Public Sector Accounting Standards Board (the IPSASB) for use by Counties in financial reporting and IPPF for internal auditing standards. Adoption of IPSAS enables entities to present financial information which is consistent and comparable thus providing a uniform basis of appraising the performance of entities. Implementation of these standards is only possible with the right kind of people who are competent and appreciate the financial reporting and management requirements coupled with the relevant internal control metrics demanded from them.
With the year-end of Counties falling a week from today, we believe it is necessary to remind professional accountants and other employees on their role in providing an enabling environment for the OAG to undertake an audit of counties.
ICPAK has therefore organised a two-day workshop to appreciate the state of IPSAS adoption and implementation by counties, the challenges faced as we move into the second year. The course will look at the role of counties in Public Finance Management, the role of Audit Committees in counties and synergy with other oversight entities such as the office of the auditor general and the office of the controller of budget.
Learning Outcomes
At the end of the training, delegates will be able to:
- Appreciate the role of the PSASB and ICPAK in development of IPSAS in Kenya.
- Understand the budgeting process for county governments under PFM
- Understand key budget documents required under PFM
- Understand key concepts on financial management for county governments
The workshop will take place on 26th – 27th May 2016 at Hilton Hotel in Nairobi. Charges are Kshs. 14, 950 and Kshs. 24, 950 for members and non-members respectively. Members in attendance will be awarded 14 Structured CPD Hours.
