OVERVIEW

Governments globally are going through socio-economic and political change and public reforms. High on the agenda of governments is the allocation of sufficient funds to support the economy and businesses. Far-reaching changes are needed if governments are to manage public finances in a sustainable manner. Fortunately, Kenya has in place a progressive constitution and enacted the Public Finance Management Act 2012 among other pieces of legislation to guide the management of public resources.

Public Finance is the management of a state’s revenues, expenditures and debt load. Sustainable public finance requires a minimum of high-quality information about the states of the country’s finances. Public Financial management is concerned with how governments raise money, how the money is spent, and the effects of these activities on the economy and on society. In many industrialized countries, spending and taxation by the government form a large portion of the nation’s total economic activity. Public finance is a critical aspect as it enables governments to correct or offset undesirable side effects of a market economy, it also enables helps government Governments provide public goods i.e. road and services as well as moderate the incomes of the wealthy and the poor.

However, the collection and reporting of this information is a complex exercise and is susceptible to risks of politicization interpretation and manipulation, which can be mitigated by finance professionals in positions of authority in order to improve government accountability and transparency. Besides the legal framework, legislators and policy makers need to demonstrate a level of emotional intelligence, integrity, courage, and the ability to build widespread support for changes that advance the public interest. Strong financial leadership is an essential component of both public finances and sustainable organizational performance which ensures proper management of sustainable Public Finance.

Leadership is the ability to successfully influence others to achieve an organizational objective. As a leader, we may show leadership through three different types: authority, accountability and/or responsibility. Leadership in business is the capacity of a company’s management to set and achieve challenging goals, take fast and decisive action when needed, outperform the competition, and inspire others to perform at their highest levels. Leadership also speaks to a more holistic approach, such as the tone of an organization or the culture that management establishes. Individuals with strong leadership skills in the business world often rise to executive positions.

Leadership encompasses the ability of an individual, group or organization to lead, influence or guide other individuals, teams, or entire organizations. Throughout history, great leaders have emerged with leadership styles in providing direction, implementing plans and motivating people. These can be broadly grouped into 5 different categories such as Authoritarian Leadership, Participative Leadership, Delegative Leadership, Transactional Leadership and Transformational Leadership. Despite these definitions, most leaders still struggle with the meaning of each leadership style mentioned above, the difference between each leadership approach as well as the advantages and disadvantages of each style. This conference will explore each of these styles and provide an avenue for leaders to discuss on the best approach to take in leading their teams.

Based on this, the Institute of Certified Public Accountants of Kenya (ICPAK) has organized a public finance and leadership summit, themed, “Positioning leaders for effective financial management” designed to equip legislators, leaders and policy makers with the requisite skills to perform their mandates. The conference on public finance and leadership aims at bringing together leaders to exchange and share their experiences on key areas of leadership and to also provide a topnotch multidisciplinary avenue to explore more on the current trends and practitioners’ challenges and applicable solutions in response to all the trends in Public Finance and Leadership as well as its practicality.

Conflict resolution and management is an ongoing duty and responsibility of a leader in any industry. Therefore, developing skills in managing conflict in the work environment is essential especially for leaders, policy makers and legislators.

National leaders will always encounter situations that call for self-awareness, communication and respect that are essential ingredients in a leaders’ role in ensuring conflict is managed and organizational goals are prioritized.

In a competitive world of decision making and leadership, it is important to position yourself to facilitate personal development. This session will focus on developing skills for leaders to uniquely position themselves and cut above the rest in a competitive environment

The Seminar invites the participation of professionals in public and private sectors, legislators, policy makers at the national and county level, public finance practitioners from the National Government Ministries, Departments and Agencies, County Governments, Regulatory Bodies, Independent Commissions, Constitutional Offices Development Partners, with a focus on the role of the legislature and policy makers in driving transformative leadership for prudent public finance management.

CONTINUOUS PROFESSIONAL DEVELOPMENT UNITS

NITA REIMBURSEMENT

The Institute is registered as a trainer with National Industrial Training Authority. The Institute’s registration number is DIT/TRN/47.
