OVERVIEW

As various economies in the world continue to grapple with the effects of the covid 19 pandemic, effective budgeting and planning forms a vital role in economic recovery and roadmap to normalcy. A full understanding of the budget planning and preparation process is crucial not only to derive expenditure projections and pivotal priority areas but also to advice policy makers on feasibility of specific budgetary proposals from a macro or micro economic approach. This also creates and emphasis on the importance of controlling government expenditure at the upstream budget preparation level other than the implementation and execution level.

Budget expenditure priorities have a major influence on formulation of public policies. This reflects a decision on the extent of the government’s commitment in provision of a broad range of public services, amenities and also foster economic growth. Majority of the expenditure items in our case rely heavily on taxes and public debt for financing hence this influences the overall long term tax regimes.

Having had the 2021/2022 national budget presentation by the cabinet secretary to the national treasury, this training seeks to have an in-depth study of the entire budgeting process and components with a focus on the expenditure priorities taken into consideration to revive the economy and set it on a growth course amid the current uncertainties. This will also incorporate a birds-eye view by the two key state bodies involved in the implementation, management, and oversight of the budget among other functions that will form basis of discussion in this seminar.

COB (Controller of budget) – Established under article 228 of the constitution and mandated to oversee implementation of the national and county government budget, publish, and publicize statutory reports and advice the national assembly on issues related to transfer of funds to state organs or any other public organs or other public entities.

OAG (Office of the Auditor General)- Established under chapter 12 article 229 and is mandated to provide audit and assurance of public resources to ensure they managed responsibly and effectively to achieve the intended results.
