OVERVIEW
The Fiscal Year 2020-21 commences against a backdrop of internal and external economic shocks including COVID-19 pandemic and shrinking of both domestic and global economic. The Budget presented by the National Treasury outlined measures to put the economy back on track through a Post-covid19 recovery strategy as well as cushioning of households.
From a taxation perspective, the Budget and Finance Act 2020 build on measures introduced earlier in May 2020 through the Tax Laws Amendment Act. The new proposals include but not limited to changes on individual tax rates, new corporation tax rates, VAT on insurance and brokerage services, a revision of the Turnover tax regime, implementation of minimum tax and the digital service tax among others.
The big question could then be on the impact of the approved expenditure priorities and revenue proposals on economic stimulation considering the layoff and business closures. This is vital in terms generating sufficient revenue to implement government programmes including the ‘Big Four “Agenda and Post-Covid recovery strategy.

• Specific emerging issues include compliance with new proposals such as
i. New turnover tax regime
ii. Implementation of Digital Service Tax
iii. VAT on brokerage and Insurance Services
iv. Potential impact of earlier amendments on personal income and corporation income to the household, firms and overall revenue generation for the economy
