Management of finances and resources in educational institutions is critical and forms the backbone on which other institutional functions run. The non-teaching roles of school bursars, accounts clerks and finance staff tend to be underrated even though they cover a wide breadth of duties. These include major accounting and finance roles such as preparation of annual estimates of income and expenditure, cash flow management, preparation students’ bills, collection of all fees and advising on general financial policy within the school among others.
Often, these institutions’ management also face challenges in prescribing the ideal candidates and their job specifications as well as in finding the right candidates. Additionally, professionals in these positions may encounter challenges in performance due to diverse practices, lack of updates on developing accounting practices, limited financial knowledge of the institution’s governance.
With this in mind, ICPAK has organized a 2 day workshop for school bursars, accounts clerks and finance staff from both public and private institutions with the goal of enhancing knowledge and competency levels on financial reporting through discussion of topics such as:
Cash flow Management and Budgeting
IPSAS
- IPSAS 1 – Presentation of Financial Statements
- IPSAS 3 – Accounting Policies, Changes in Accounting Estimates and Errors
Analysis and review of the financial statement (Ministry of education and PSASB)
Financial Reporting Overview
Overview of PFM Act (2012) and PFM Regulations (2015)
Management and administration roles
- Acting as clerk and secretary to various committees and trusts
- Compliance with employment law e.g. equal pay, minimum wage
