OVERVIEW
Robust public financial management (PFM) systems are essential to improved service delivery and achievement of Agenda 2063 for Africa and the Sustainable Development Goals (SDGs). Numerous countries in the continent have instituted various public finance management reforms for better delivery of services to their citizens.
In the last three decades, public financial management reform in Africa was historically driven by the requirements of international donor organizations and foreign countries providing aid to countries. For instance, in the 1980s, the International Monetary Fund (IMF) introduced Structural Adjustment Programs (SAPs) to support macroeconomic policies and reforms in low-income countries through low interest subsidizations and loans. The SAPs were aimed at increasing the elasticity of an economy to have the ability to respond to changes, promote efficiency utilization and allocation of resources and balance the expenditure and revenue of the government.
In the recent past, African countries have evolved by improving their public financial management through reviewing a government’s budgeting processes and accounting systems. To this end many governments in Africa such Kenya, Uganda, Malawi and South Africa among others are now implementing Integrated Financial Management Information Systems (IFMIS). In addition, through PFM reform African governments are currently expanding the tax base in their countries. This has been achieved through the review or enactment of pieces of legislation related to public finance management and taxation.
Overall, African citizens stand to gain from these reforms, through greater fiscal transparency and accountability, and the more prudent utilization of public resources for service delivery.
It’s against the foregoing that the Institute of Certified Public Accountants of Kenya (ICPAK) has organized this Annual Public Finance Management Conference for Africa themed: “Africa’s Journey in Public Finance Management Reforms – Lessons and Opportunities”.

Continuous Professional Development Units (CPD)
Members of ICPAK and other reciprocating professional bodies will earn 20 CPD points upon successfully attending the Public Finance Management Conference for Africa.
National Industrial Training Authority (NITA) Reimbursement
The Institute is registered as a trainer with National Industrial Training Authority. The Institute’s registration number is DIT/TRN/47. Participants who are registered levy contributors should apply to NITA for reimbursement of their fees. Please note that this is applicable for Kenyan citizens only and subject to NITA regulations.
