Dear Participant,

Welcome to the 2^nd East Africa Congress of Accountants (EACOA) organized in the serene environment of coastal region in Kenya.

The Congress brings together over 700 accountants and other professionals from the region to analyze and forge a common understanding of issues impacting professionalism in the region.

This is a bi-annual congress that is jointly organized by the five professional accountancy institutes of the East African Community namely the Institute of Certified Public Accountants of Kenya (ICPAK), the Institute of Certified Public Accountants of Uganda (ICPAU), the Institute of Certified Public Accountants of Rwanda (ICPAR), the Tanzania National Board of Accountants and Auditors (NBAA) and, Ordre Des Professionnels Comptables Du Burundi (OPC). The regional accountancy Institutes formalized the creation of the EACIA as a framework for developing, regulating and facilitating regional integration of the accountancy profession in recognizing the value of regional integration as enshrined in the East African Community Common Market Protocol.

The EAC Vision 2050 lays out a broad perspective in which the region optimizes the utilization of its resources to accelerate productivity and the social well being of its people. It portrays a future East Africa with rising personal prosperity in cohesive societies, competitive economies, and strong inter-regional relationships and interaction. Accountability and reporting of the implementation of the vision and utilization of the scarce resources is a vital role that the professionals in the region must play to ensure the attainment of the vision.

Moreover, the region continues to experience rapid expansion in banking, telecommunications, urbanization, exploration and investment in infrastructure, particularly rail that continue to spur its position as an emerging economic frontier. These emerging trends potent great opportunities for the professionals in the region.

CONGRESS OBJECTIVES

The Congress aims to deliberate on the state and role of professionals in the region with regard to the emerging sectors, trends and their resultant reporting complexities.  The Congress will be guided by the following specific objectives:

1. To conduct a situational analysis of the emerging development frontiers in Eastern Africa and the role of professionals;
2. To identify opportunities for professionals in the emerging frontiers in the region and position them as key contributors for growth.
3. To examine the status of the accounting standards and the reporting requirements in the region;
4. To share experiences, interrogate and seek solutions on ethical and governance challenges facing governments and professionals in Eastern Africa

CONGRESS APPROACH

The Congress will utilize methodologies that foster engagement and dialogue the selected topics. Experts and Panelists will discuss and initiate dialogue on the different identified thematic areas and topics. Plenary sessions will be opened after each topic and or thematic area to allow for conclusive way forwards. Prior to the Congress, discussion papers will be commissioned to sector practitioners and experts to guide discussions on the thematic area and topic during the Congress. The papers will further identify sub-themes for further discussions in smaller groups within a topic. The authors of the papers will be invited as key note speakers. Gala dinner and other outdoor activities will be organized to provide opportunities for direct interaction in addition to the more structured dialogues.

CONGRESS PARTICIPANTS

The Congress will be officially opened and closed by top government officials from the East African Community. The Congress invites the participation of the East Africa Community member states, Accountants and other professionals from business and industry, financial services, National Government Ministries, Departments and Agencies, County/Regional/ Local Governments, Regulatory Bodies, Independent Commissions, Constitutional Offices, Development Partners, Academicians, researchers and graduate students from both public and private institutions, NGOs, CSOs, and International Organizations with a focus on governance, ethics and ethical behavior, leadership and accountability across the region.

CONGRESS COSTS

The Congress is highly subsidized given that it has been partly sponsored by the Congress partners. As such, the participants will be required to pay Congress fee of USD $ 500 which will cover direct conference costs including conference venue and materials, facilitators and meals during the congress.

NOTE: Participants will be required to take care of their own accommodation, transport, Daily Subsistence Allowance and airport transfers.

The Institute is registered as a trainer with National Industrial Training Authority. The Institute’s registration number is DIT/TRN/47. Participants who are registered levy contributors should apply to NITA for reimbursement of their fees. Please note that this is applicable for Kenyan citizens only and subject to NITA regulations. TRAVEL INFORMATION (Very Important)

All delegates are advised to make their own preferred travel and accommodation arrangements in advance- this is at delegates own cost. Where possible delegates are advised to book their flights to Moi International Airport Mombasa and if not then, to allow for connection flights from Nairobi to Mombasa. Additional details on airport transfers to the conference venue shall be provided in due course.
